In the latest Rich States, Poor States: ALEC-Laffer State Economic Competitiveness Index, Colorado’s economic outlook ranked a modest 21st. As recently as 2010, however, Colorado’s outlook was the nation’s second highest. Jonathan Williams, co-author of the report and vice president of the ALEC Center for State Fiscal Reform, discussed the reasons for Colorado’s decline — and how the state might regain its footing — with the Denver-based Independence Institute.
