Joan M. Gardner
Joan Gardner is executive director of state services with the Blue
Cross and Blue Shield Association’s Office of Policy and
Representation in Washington, D.C. The Association is a
national federation of 39 independent, community-based and locally
operated Blue Cross and Blue Shield companies that collectively provide
healthcare coverage for more than 102 million individuals – nearly
one-in-three of all Americans.
Ms. Gardner is responsible for assisting Blue Cross and Blue Shield
Plans achieve their legislative and regulatory goals at the state
level. She represents the Blue Cross Blue Shield perspective as
model legislation and policy positions are developed by national
organizations of state officials concerned with health insurance and
managed care issues, including the financing and delivery of quality
health care.
Before joining the Blue Cross and Blue Shield Association in 1995,
Ms. Gardner was vice president and government affairs counsel with
Anthem Blue Cross Blue Shield in Richmond, Virginia, having begun her
career there as associate general counsel. She has achieved the
designation, Professional, Academy for Healthcare Management, and is a
member of the Health Law Sections of the American Bar Association and
the Virginia State Bar. She received her J.D. from Washington and Lee University and her B.A. from the University of
Arkansas.
